I am having trouble with the clue. Perhaps it relates to our Derek; he is Scottish and lives in England, has connections with Edinburgh, Derbyshire and London, is an amateur astronomer, likes Port, likes Pork… none of which leads me to any jazz players. Or maybe Derek is a reference to someone else. Derek and Clive. Derek and the Dominoes.
I'm disregarding the 'clue' until it's actually framed in a useful way.
In the meantime, if performers who have had some connection with be bop / hard bop during their careers constitute 'good answers', I'll say Charlie Parker.

Established fact, acknowledged by man who knows it needs to change. And who is, slowly, changing it.

To answer JDAW, I could have gone as far as Tubby Hayes but any further would have seemed gratuitous.
