Upgrade to 3.0.4

We've just upgraded from 3.0.1(*) of phpBB to 3.0.4. This will probably not make much of a difference to most people as it is mostly background stuff for the admins but it means that we are on the latest release and get most support. It also stops Julian moaning.

(*) Yes it was Julian, I upgraded to 3.0.1 some time ago but the database update to change what it said in admin didn't go through

Upgrade to 3.06 has not been a roaring success. A couple of new files caused problems so have been put back to old versions. This has resulted in us losing the subject line, which is no big deal in replies but makes new threads look silly. I am working on it,
